  2. 1. Marinate the meat in a combination of fish sauce, black pepper and sugar.
  3. 2. If they are dried, soak the rice noodles in cold water for 30 minutes or longer.
  4. 3. Boil water in a large pot and add rice noodles.
  5. 4. Bring to boil again; then drain.
  6. 5. Rinse and separate rice noodles, using cold water. Set aside. (Be careful not to overcook the noodles.)
  7. 6. Put 1 cup of cooked noodles in a large soup bowl.
  8. 7. Place beef slices on the noodles
  9. 8. Add cilantro, basil, and mint
  10. 9. Bring the beef broth to a boil
  11. 10. Pour the boiling soup on top of the uncooked slices of beef. (Whether your beef is rare or well down will be determined by how long you leave the beef in the hot broth before serving.)
  12. 11. Serve hot
  13. Tips:
  14. # Place bean sprouts, chilies, basil, mint, cilantro, chopped scallions, pickled onion and lime wedge on the table for guests to use as they please in thier soup.
  15. # Make sure fish sauce and hot sauce are available.
