  1. In 12 nonstick skillet,heat margarine on med-high until melted. Add onions and cook 6 to 7 mins. or until browned. Add peas,water,salt and pepper. Cover and cook 3 to 4 mins. longer or until onion and peas are tender. Stir in tarragon and spoon into serving bowl
