  1. Place a large saucepan over mediumhigh heat until hot; add oil. Add onion, bell pepper, and garlic; cook, stirring constantly, until tender. Stir in rice and next 5 ingredients. Bring to a boil; cover, reduce heat, and simmer 7 minutes or until liquid is absorbed. Remove from heat. Let stand, covered, 5 minutes. Stir in cilantro.
