Ingredients:

Directions:

  1. In a large saucepan, melt butter over medium-high heat.
  2. Add scallions, celery, and garlic. Cook until tender (2-3 minutes).
  3. Add flour; stir to coat.
  4. Add clam juice and 2 cups water, whisking until smooth.
  5. Add potatoes, thyme and bay leaf. Bring to a boil; reduce heat.
  6. Simmer until potatoes are cooked (about 10 minutes).
  7. Add fish; cover and cook until it flakes easily (about 8 minutes).
  8. Pour in milk; cook until heated through.
  9. Remove and discard bay leaf.
  10. Season with salt and pepper, and serve immediately.
