  1. Prepare brown rice as label directs.
  2. In bowl, combine beef, 1 tsp. soy sauce, 1/2 tsp. sugar, and 1/4 tsp. freshly ground black pepper.
  3. In 12-in. skillet, heat 1 tsp. oil on medium-high. Add beef in single layer. Cook, without stirring, 1 minute. Transfer to plate; return skillet to medium-high heat without cleaning.
  4. Add remaining oil to skillet. Add peppers and garlic; stir-fry 4-5 minutes or until crisp-tender. Add tomatoes and remaining sugar. Cook 3 to 4 minutes or until sauce, stirring. Return beef to skillet; add 1/4 tsp. black pepper and remaining soy sauce. Cook 1 minute, stirring. Serve over rice.
