Stir together celery, green onions, mayonnaise, parsley, Dijon mustard, tarragon, vinegar, sugar, salt, and pepper. Coarsely chop Perfect Poached Shrimp; stir shrimp and mayonnaise mixture into pasta. Cover and chill 1 hour.
