Ingredients:

Directions:

  1. Brown ground meat and sausage.
  2. (I usually don't drain).
  3. Add bell pepper and celery.
  4. Add cabbage, tomatoes, rice and water.
  5. Cook until cabbage wilts.
  6. Mix together cheese, milk, butter and flour; add to cabbage mixture.
  7. Bake in a casserole dish (approx. 9x13) for 30-45 minutes at 400 degrees, uncovered.
  8. (THIS CAN BE FROZEN BEFORE BAKING).
