  1. Cook ground beef, onion, and bell pepper until browned.
  2. Drain in colander and pat dry with a paper towel (to remove drippings).
  3. Return meat mixture to stove and stir in remaining ingredients. Bring to a boil, cover, reduce heat, and simmer for 30 minutes or until rice is tender, stirring occasionally.
