1. Cook pasta according to package directions. Drain, rinse and set aside to cool. Chop peppers, cucumbers, onions and tomatoes. Place in a large bowl. Add pasta to veggies once it is cool and stir gently to combine. In a small bowl, mix the 2 dressing packets, vinegar, water, and oil and whisk until combined. (This is how you normally make the dressing but with half of the oil). Pour dressing over pasta and veggies and stir to combine. Refrigerate until ready to eat.
