1. Combine all ingredients from meat to water in a pan.Cook,covered on medium heat,stirring occasionally until lentil is tender and the liquid evaporates (for about 25 to 30 minutes).
2. Remove from heat and let it cool.Then grind in a food processor.
3. In a large bowl,combine meat mixture and all the remaining ingredients.Mix well.
4. Take a handful of the mixture and shape into round,half flat rounds.
5. Heat oil in a pan for shallow frying.
6. Fry on medium heat till they turn golden-brown on both sides.
7. Serve hot with onion rings and raita.
