1. chop veggies while pasta water heats up
2. cook pasta
3. put peas and carrots into colander
4. drain pasta over peas and carrots to thaw/blanch
5. rinse well with cold water to halt cooking
6. combine all ingredients in a large bowl and chill until time to serve (an hour or so is best-if you need to chill longer, dress no more than an hour before serving or be prepared to add more dressing)
