Yummy Carmel Bars

This recipe was emailed to me by a friend. She did not say where she found it though and cannot remember now. Servings and yield are guesstimates. Posting for safe keeping.
Ingredients:
1 cup flour
1 cup oatmeal
1/2 teaspoon baking powder
1/4 teaspoon salt
3/4 cup brown sugar
3/4 cup butter
14 ounces caramels
5 tablespoons milk
1 cup chocolate chips
Directions:
1. Mix first 4 ingredients. Add brown sugar. Add butter until crumbly. Save 1/2 of the crust mixture.
2. Press other half in greased jelly roll pan. Bake 10 minutes at 350 degrees.
3. Melt carmels and milk in double boiler. Spread over crust.
4. Sprinkle chocolate chips on top. Add remaining crust to top of bars. Bake 10 additional miutes at 350 degrees.
