Vince's Favorite Stuffed Bell Peppers

My husband loves stuffed peppers especially his mother's. I wanted to find a good recipe that he would love from me too. I used a bunch of different recipes and mixed them to our taste and he loves them so much that he gave me the compliment that his mother would never want to hear...that mine were better. I hope you like these as much as we do!
Ingredients:
6 red peppers (green and yellow work just as well also)
1 lb ground beef (we like to use leanest possible)
1 large yellow onion, chopped
2 garlic cloves, chopped
1 (15 ounce) can tomato sauce (italian flavored is our favorite)
1 1/4 cups water
1 (8 ounce) envelope good seasonings italian salad dressing mix
1 cup instant brown rice (white works fine too)
parmesan cheese (we prefer 4c's shredded but i'm sure anykind would work fine, may be omitted depending on taste)
Directions:
1. Preheat oven to 400 degrees.
2. Cut tops and bottoms from peppers and remove seeds (you may keep bottoms on peppers, we just prefer cut on both sides) and place in a pot of boiling water for approximately 5-10 minutes depending on how soft you like your cooked stuffed peppers to be. Pull peppers from water and place on tea towel or paper towels to drain.
3. In a skillet over medium heat, brown ground beef with onion and garlic. Drain (otherwise, the stuffing will be very greasy, I've tried it both ways).
4. Stir in 1 cup of the tomato sauce, 1 cup of the water, and dressing mix. Bring to a boil. Stir in rice. Cover and remove from heat. Let stand for 5 minutes.
5. Mix remaining tomato sauce and remaining water in bottom of a 9 inch baking pan. Place peppers in baking dish and spoon filling into each one. (I typically have alot stuffing left so I really stuff the peppers and usually overfill them which gets no complaints from Vince).
6. Sprinkle with handful of parmesan cheese and cover with foil.
7. Bake 35-40 minutes or until peppers are tender. We like to scoop sauce from bottom of pan over served peppers.
