Tomato Gravy

This is truly a southern gravy that is great over biscuits. Salt and pepper to your taste.
Ingredients:
2 tablespoons flour
2 tablespoons oil
1 onion, chopped
2 garlic cloves, minced
1/2 bell pepper, chopped
1 (16 ounce) can whole tomatoes, chopped
1 cup water
1 pinch salt
1 pinch cayenne pepper
1 pinch sugar
Directions:
1. Make a light brown roux with flour and oil; add onion,garlic and bell pepper and cook until onions are transparent.
2. Add tomatoes and continue to cook until oil rises to the top, about 20 or 30 minutes; add water, cayenne pepper and sugar and simmer about 30 minutes.
