3 garlic cloves, minced
2 tablespoons plus 1 1/2 teaspoon soy sauce, reduced sodium
4 teaspoons extra virgin olive oil
8 oz. mushrooms, quartered
3/4 pound (8 oz.) snow peas, strings removed
1 large red bell pepper, cut into thin strips
4 scallions, cut into 1-inch pieces
1/4 teaspoon red pepper flakes
