Rhubarb Pudding

Found this in the local Country Register magazine. It is very good.
Ingredients:
1 cup sugar
1 cup flour
2 teaspoons baking powder
1/2 cup milk
2 cups rhubarb, cut up
1 cup brown sugar
1 cup hot water
2 tablespoons margarine, melted
Directions:
1. Mix sugar, flour, baking powder and milk together. Add Rhubarb. Stir and pour into 9 square pan (lightly greased).
2. Mix topping together and pour over top.
3. Bake 350F 45-50 minutes.
