Poor Man's Potatoes

Known as Patatas a lo Pobre, this is a centuries old dish, still popular but as a side dish instead of a main course. The Poor Man, if he could, would add whatever meat of fish he had.
Ingredients:
2 kg potatoes, peeled and sliced fairly thinly
2 onions, peeled and sliced
1 large green bell pepper, cut into strips
150ml oil
3 cloves garlic, finely chopped
3 tablespoons fresh parsley, chopped
2 bay leaves, broken into small bits
1/2 teaspoon paprika
100ml dry white wine
100ml water
salt and pepper
Directions:
1. Pour a little of the oil into an ovenproof casserole.
2. Arrange the potatoes, peppers and onions in layers.
3. Sprinkle the garlic, bay leaves and parsley on top
4. Sprinkle with paprika
5. Pour over the rest of the oil
6. Cook on the stovetop, on a medium heat, until the potatoes start to sizzle
7. Pour in the wine and water
8. Sprinkle the salt and pepper on top
9. When the liquid comes to the boil, cover and and bake in a medium oven for about 30 minutes, until the potatoes are tender.
10. Chopped bacon, spiced sausage, etc can be added to the layers.
