Mama's Creamy Cheese Sauce

My mother has been making this cheese sauce ever since I can remember. She pours it over steamed broccoli for a warm, comforting side dish every Thanksgiving. It would also be very good on many things, so don't be afraid to try it out on different foods! NOTE: This cheese sauce doesn't have the sharp cheesey taste as most do; if that is the taste you want, add more cheese to taste.
Ingredients:
2 1/2 tablespoons butter
1/4 cup flour
2 tablespoons water
1/2 cup milk
2 -3 slices american cheese (to taste) or 2 -3 slices cheddar cheese (to taste)
salt and black pepper, to taste
Directions:
1. Melt butter over low heat.
2. Stir in flour and raise heat to medium. Stir the roux for about 1 minute, then take it off the heat. Continue to stir off the heat until it cools a bit for a couple of minutes.
3. Add just enough water to thin the roux a bit and stir to incorporate.
4. Add in 1/4 cup of milk and place the mixture over low heat. Stir constantly until the mixture thickens, then add in the second 1/4 cup of milk and stir constantly until it thickens to your liking.
5. Take the cream sauce off the heat and add in cheese, salt, and pepper. Stir until the cheese is melted and all ingredients are well incorporated.
6. Serve over broccoli, pasta, or whatever you please!
