Lemon Yogurt Muffins

These are wonderful muffins. My kids really like these. I found this in a insurance company cookbook.
Ingredients:
2 cups all-purpose flour
1 teaspoon baking soda
1/4 cup sugar
2 eggs
1/4 cup of melted butter
1 teaspoon baking powder
1/4 teaspoon salt
2 tablespoons honey
1 1/4 cups plain yogurt, at room temperature
1 tablespoon of grated lemon, rind of
1/3 cup lemon juice
3 tablespoons water
1/3 cup sugar
Directions:
1. Combine flour, baking powder, soda, and salt; set aside.
2. In another bowl, combine sugar, honey, eggs, yogurt, butter, and grated lemon rind.
3. Add the dry ingredients to the wet and mix.
4. Spoon into greased muffin tins and bake at 375°F for 15 minutes or until toothpick inserted in center comes out clean.
5. To make syrup, combine ingredients in a saucepan. Boil for 1 minute. Drizzle the syrup over the warm muffins.
