                                                1 large onion, finely chopped  |  
                                                1/4 cup butter or margarine  |  
                                                2 tablespoons all-purpose flour  |  
                                                1 cup beef broth  |  
                                                1 (5-ounce) jar prepared horseradish  |  
                                                1 cup vinegar  |  
                                                1/2 cup sugar  |  
                                                2 whole cloves  |  
                                                2 bay leaves  |  
                                                1 teaspoon salt  |  
                                                1/8 teaspoon pepper  |  
                                                
                     
                    Directions: 
                    
                        
                            
                                1. Sauté onion in butter in a medium saucepan over low heat until tender; add flour, stirring until smooth. Cook 1 minute, stirring constantly. Gradually add beef broth; cook over medium heat, stirring constantly, until thickened and bubbly. Add remaining ingredients; cook over medium heat 5 minutes, stirring occasionally.
