Ground Lamb Bake

sort of a less fattening shepard's pie. Raw veggies cut up and baked with the ground (browned) lamb and baked together until tender. I do not drain the lamb since I don't use store bought stocks. Otherwise I'd probably drain it and use 2 cups beef broth.
Ingredients:
1 lb ground lamb
2 tbsp butter
1 tbsp olive oil
2 cloves garlic
1/2 cup carrots
1/2 cup celery
3 red potatoes
1 tsp black pepper
1 tsp kosher salt
1 tbsp dry parsley
1 tsp dried rosemary
1 tsp dried thyme
2 tbsp flour
2 cups water
1/2 cup 2% milk
Directions:
1. brown lamb in butter and olive oil, add flour
2. chop up all veggies
3. bake together at 400 until tender, serve in bowls
