Grandma's Chocolate Pudding Cake

Saw this on a web site and just had to share!
Ingredients:
1 cup all-purpose flour
2 teaspoons baking powder
1/2 cup milk
2 tablespoons unsalted butter, melted
1 teaspoon vanilla extract
3 1/2 tablespoons cocoa powder
1 3/4 cups sugar
1 cup hot water
1 cup whipping cream
2 tablespoons powdered sugar
1/2 teaspoon vanilla extract
Directions:
1. Preheat oven to 375°F.
2. Combine first 5 ingredients, 1-1/2 Tbs.
3. cocoa powder and 3/4 cup sugar in a bowl.
4. Pour into an 8 or 9 inch baking dish.
5. Combine 2 Tbs.
6. cocoa powder, 1 cup sugar and hot water in a separate bowl.
7. Pour over cake batter and bake about 40 minutes.
8. Combine remaining ingredients in a chilled bowl.
9. Using chilled beaters, whip cream mixture until stiff.
10. Serve cake upside down with whipped cream.
