                                                2 tablespoons butter or margarine  |  
                                                2 1/2 tablespoons all-purpose flour  |  
                                                2 cups milk  |  
                                                1 cup (4 oz.) shredded cheddar cheese  |  
                                                1 (4.5-oz.) can chopped green chiles  |  
                                                1/2 teaspoon salt  |  
                                                1/4 teaspoon pepper  |  
                                                
                     
                    Directions: 
                    
                        
                            
                                1. Melt butter in a heavy saucepan over medium-low heat; add flour, whisking until smooth. Cook, whisking constantly, 1 minute. Increase heat to medium, and gradually add milk; cook, whisking constantly, until slightly thickened. Remove from heat; add cheese and remaining ingredients, stirring until cheese melts.
