Directions:
1. BASE: 2. Sift dry ingredients (flour, sugar, cocoa, 3. baking soda, salt) together into a bowl. 4. Add oil, vinegar and vanilla. Beat until 5. well blended. Fill lined muffin cups 1/3 6. full with batter. 7. FILLING: 8. Combine cream cheese, egg, sugar and 9. salt. Beat well. Stir in chocolate chips. 10.
