Best All-American Chili

This was in this Sunday's paper; I haven't tried it, but it sounds pretty easy to make. *I'm just guessing that prep time and cook time are the same thing here.*
Ingredients:
2 (16 ounce) cans bush best chili beans
1 lb lean ground beef
1 cup chopped onion
1 cup chopped green pepper
1 (14 1/2 ounce) can dried tomatoes
1 (6 ounce) can tomato paste
1/2 cup water
1/2 teaspoon black pepper
1 teaspoon salt
1 tablespoon chili powder
2 teaspoons oregano
1 teaspoon sugar
shredded cheddar cheese (optional)
Directions:
1. In a large saucepan, cook the beef, onion, and green pepper until the meat is browned; drain the excess grease.
2. Stir in all remaining ingredients, except the cheese; bring to a boil.
3. Cover, reduce heat and simmer for 20 minutes.
4. Serve hot, topped with cheese, if desired.
