Atlanta Pork Chops and Rice

This is a recipe my DD make for us first. She had it at school and wanted to make it for us to show off her cooking skills.
Ingredients:
4 pork chops
2 tablespoons oil
1/4 cup celery, sliced
2 (8 ounce) tomato sauce with onion
1 1/2 cups water
2 tablespoons brown sugar
1 teaspoon salt
1/2 teaspoon basil
1 cup uncooked white rice
Directions:
1. In large skillet, brown chops in hot oil.
2. Remove chops and add celery, cook lightly.
3. Drain fat.
4. Stir in remaining ingredients and add chops.
5. Bring to boil.
6. Simmer uncovered 30 minutes.
